While Tropical Storm Debby continues to move through the U.S. Southeast, National Hurricane Center forecasters are monitoring for development of a potential disturbance in the central or western Atlantic Ocean next week.

An area of low pressure could form in the Atlantic early next week and could develop as it approaches the Lesser Antilles, long arc of small islands in the Caribbean Sea extending north-south from the Virgin Islands to Grenada, during the early to middle part of next week.

The U.S. ambassador to Mexico has confirmed that drug lord Ismael “El Mayo” Zambada was brought to United States against his will when he arrived in July on a plane in Texas with fellow drug lord Joaquín Guzmán López. Zambada’s attorney had earlier claimed the long-time chief of the Sinaloa cartel had been kidnapped. But officials had not confirmed that and Zambada’s age and apparent ill-health had led some to speculate he turned himself in. But on Friday, U.S. Ambassador Ken Salazar said “they had brought El Mayo Zambada against his will.”

Peru enacts law restricting prosecution of crimes against humanity, favoring former leader Fujimori

Peru’s government has enacted a law that prevents the prosecution of crimes against humanity committed before 2002, a decision that favors former President Alberto Fujimori as well as hundreds of military personnel investigated or prosecuted for massacres and murders during the country’s internal armed conflict (1980-2000). The law, which had no comments from President Dina Boluarte, was promulgated Friday, despite objections from rights organizations, who had warned it could encourage impunity and thwart investigations into serious abuses. Peru’s new law “contravenes the country’s obligations under international law and is a troubling development,” said Volker Türk, UN human rights chief, in a statement.

Stellantis warns union of 2,000 or more potential job cuts at an auto plant outside Detroit

Stellantis is warning that it could lay off as many as 2,450 of the 3,700 union workers employed at a truck plant just outside of Detroit. The job cuts announced Friday would be at the Stellantis Warren Truck Plant, which builds an older version of the Ram 1500 pickup called the Tradesman, sold mainly to commercial businesses. Last month, Stellantis CEO Carlos Tavares pledged to tackle the company’s problems in North America and elsewhere after reporting a plunge in first-half earnings. The U.S.-European automaker reported that its net profits fell by half in the first two quarters of the year.

Prosecutors have said they intend to seek the death penalty if Skylar Meade is convicted of the murder charge in connection with the shooting death of James Mauney. Meade was arraigned on the charge in Nez Perce County on Thursday. When 2nd District Judge Michelle Evans asked if he was ready to enter a plea, Meade opted exercised his right to stand silent. The judge then entered the not guilty plea, in line with standard Idaho court rules.

Suresh Garimella, president of the University of Vermont since 2019, has been selected to serve as the new leader of the University of Arizona. The Arizona Board of Regents voted Friday to hire Garimella to replace Robert Robbins, president of the Tucson-based university for the last seven years. He planned to resign when his contract ended or earlier if his successor were picked sooner. Robbins’ exit comes after the university experienced a budget shortfall stemming from a miscalculation of cash reserves. Robbins has said some of the school’s financial troubles also were due to unpaid loans the university provided to the athletics department. He accepted responsibility for the crisis.

Officials say a U.S. Coast Guard cutter on routine patrol south of Alaska's Aleutian Islands came across a Russian ship in international waters but within the U.S. exclusive economic zone. The crew detected the vessel about 30 miles (48 kilometers) southeast of the Amukta Pass, the Coast Guard said in a statement Friday. A helicopter aircrew from Coast Guard Air Station Kodiak also spotted the vessel. The sighting comes after the Coast Guard in July spotted several Chinese military ships north of the Amchitka Pass in the Aleutian Islands in international waters and after Russian and Chinese bombers flew together for the first time in international airspace off the coast of Alaska.

The U.S. Forest Service said Friday that the Colorado wildfire that tore through 15 square miles and destroyed 48 buildings was human-caused. The Alexander Mountain Fire, started in late July, is now almost completely contained, but it joins a second that burned to its south that is also being investigated as arson. Three large fires burned in Colorado in the past two weeks, including the Alexander Mountain Fire, threatening urban centers north and south of Denver. Almost all have been contained. Investigators of the Alexander Mountain Fire did not say whether they believe the fire was started intentionally.

Teachers are also forbidden from raising gender identity and sexual orientation issues with younger students. The ban had resulted in the removal of hundreds of books from Iowa schools before it was temporarily blocked.

Police Commissioner Richard Worley called the shooting “truly a tragic incident” and emphasized that the department is conducting a thorough investigation.

The CrossFit Games have resumed a day after a competitor died after going underwater and not resurfacing during a swimming event in a Texas lake. In a post on the social platform X, officials said they resumed the event Friday after deciding that “the best way to grieve is together.” Lazar Dukic was a 28-year-old competitor from Serbia. He was pronounced dead after his body was recovered from a Fort Worth lake Thursday. The Tarrant County medical examiner has not yet listed Dukic’s cause of death. The CrossFit website says the mission of the games is to “find the fittest athletes in the world.”

An Illinois sheriff who hired the deputy charged in the death of Sonya Massey has announced that he will retire, five weeks after the 36-year-old Black woman was fatally shot in her home. Sangamon County Sheriff Jack Campbell announced his retirement Friday. Massey’s father had repeatedly called for Campbell to resign for hiring Sean Grayson as a deputy in the central Illinois county. The 30-year-old Grayson was fired after being indicted on murder and other charges in the July 6 shooting of Massey in her Springfield home. Grayson, who is white, has pleaded not guilty. Authorities said Massey had called 911 to report a suspected prowler.
